U.S. study details Israel, Gaza, West Bank rights abuses

In a new report, the United States Department of State stated that the conflict between Israel and Hamas “continues to raise deeply troubling concerns for human rights.” The report cited reports of war crimes committed by Israel, Hamas, and other Palestinian militant groups. It also pointed to alleged violations of human rights in Israel, the West Bank, and Gaza. According to the findings of a second and independent assessment that investigated the troubled United Nations agency for Palestinian refugees, Israel has not provided evidence to support the claims that a significant number of agents working for the agency have connections to terrorist organizations.

Major General Aharon Haliva, who is in charge of the Israeli military intelligence, has decided to step down and retire as a result of his department’s inability to anticipate the attack that Hamas carried out on October 7. Haliva is the highest-ranking leader to retire as a result of the attack, which was preceded by a number of intelligence failures.

During a press conference, the spokesperson for the United States Department of State, Matthew Miller, stated that Hamas has “moved the goal posts” on hostage negotiations. Miller stated that the militant organization appears to have reached “the determination that they might get the full-scale regional war they were hoping for,” and as a result, they have not accepted to a very substantial offering that was on the table. This statement was made after Iran and Israel exchanged attacks.

These violations occurred both before and after the attacks that were carried out by Hamas on October 7th, which caused the Middle East to become more unstable and violent.

According to the report, the conflict that has arisen between Israel and Hamas in the Gaza Strip has had a “significant negative impact” on the current state of human rights in Israel. Both Hamas and the Israeli government were described as having committed “unlawful killings,” according to reputable accounts.

 

Israel has not proven UNRWA worker radicalism, report says.

Jerusalem— A highly anticipated report released Monday found that the U.N. agency for Palestinian refugees must improve staff vetting to ensure neutrality and reestablish donor trust, even though Israel has not shown that many of its employees are linked to militant groups.

The independent review group found that UNRWA has “established and updated a significant number of policies, mechanisms and procedures” to maintain neutrality in recent years but needs critical reforms after reviewing its screening procedures, code of ethics, management structure, staff training, and other practices.

In a Monday news conference, former French foreign minister Catherine Colonna, who led the assessment panel, declared the agency “indispensable and irreplaceable”. She said UNRWA is important to Gaza’s humanitarian response “as we speak, at this critical time”.

The findings released Monday will largely relieve the embattled agency, which was plunged into an existential crisis in January after Israel claimed that a dozen of its 13,000 Gaza employees participated in the Oct. 7 Hamas-led attacks and that more than 10% had militant ties. Sixteen key donors, including the US, halted $450 million, about half of UNRWA’s budget, immediately.
